What Is the Future Homes Standard?

The Future Homes Standard represents the next major change to the Building Regulations requirements governing the energy performance of new homes in England.

For developers, the change is not simply an updated SAP calculation . Heating systems, renewable generation, building fabric, ventilation, hot water and wider design coordination can all influence whether a proposed dwelling complies.

Projects already progressing towards Building Control or construction may also need to establish whether transitional arrangements can be relied upon.

Developer priority: the Building Control application date alone does not necessarily protect every building across a multi-plot or multi-block development. The relevant transition must be considered for each individual building.

When Does the Future Homes Standard Start?

Developers with projects currently in design, Building Control or early construction should pay particular attention to two important programme dates.

General Implementation

The general implementation date identified for most non-Higher Risk Building work.

24 March 2028

Sufficient Commencement Deadline

Qualifying transitional projects must reach the required sufficient commencement point within the applicable transitional period.

Higher Risk Buildings: separate implementation dates and transitional arrangements apply to relevant HRB work and should be reviewed independently.

Important distinction: planning commencement and Building Regulations commencement are separate concepts. Starting work sufficiently to preserve a planning permission does not automatically mean a building has achieved the commencement required for Building Regulations transitional protection.

Heating Strategy

Can New-Build Homes Still Use Gas Boilers After 2027?

Heating strategy is one of the main areas developers should review when preparing for the Future Homes Standard.

Rather than selecting a heating system independently and asking the SAP assessor to make the dwelling comply afterwards, the preferred approach is to coordinate heating and ventilation , fabric, glazing, hot water and renewable generation during the design stage.

The appropriate solution will depend on the dwelling design, development type and overall energy strategy.

Design before procurement: fixing the heating system too early can restrict the available compliance options later in the project.

Will New-Build Homes Need Solar Panels?
